The Haryana Public Service Commission (HPSC) invites applications from eligible candidates for the posts of Civil Judges (Junior Division) in Haryana Civil Service (Judicial Branch). following :
Posts : 78 (General - 42, SC of Hrayana - 24, BC of Haryana -2, ESM of Haryana-6, PH of Haryana-4)
In addition to the above, there are 4 (UR-3, SC-1) anticipated vacancies.
Qualification: Candidate should hold a degree of Bachelor of Laws from a University established by law and approved/ recognized by the Bar Council of India.
Age: Between 21 to 40 years as on 15/10/2008. Age relaxation as per rules.
Pay Scale : Rs.9000-14550/-
Application Form : For application forms and detailed information, please write to the Secretary, Haryana Public Service Commission, SCO 64-65, Sector 17-A, Chandigarh-160017 by remitting Rs.1000/- for general category including son/daughter of Ex-Servicemen of Haryana candidates and Rs.500/- for the candidates of Scheduled Caste/Scheduled Tribe of all States and Backward Class/Ex-Servicemen/Physically Handicapped of Haryana only, through Indian Postal Orders/Bank Drafts (from any branch of Scheduled Bank payable to the Secretary, Haryana Public Service Commission at Chandigarh, with self addressed (with Pin Code) envelope of 24x 11 cm. size duly stamped with stamps worth Rs. 40/- by registered post or on cash payment from the counter from 10.00 A.M. to 1.00 P.M. and 2 PM to 4 PM on all working days. The candidate must write his name, address in block letters, name of the post for which application form is required and category of form i.e. General including dependent son/daughter of ESM of Haryana and another for reserved category.
Scheme of Examination : The examination shall be conducted in three stages namely, (i) Preliminary Examination (ii) Main Examination and (iii) Viva Voce.

Hi shivangi: - all the applicants/candidates are also supposed to be receive their admit card by 10th of november and in case of otherwise, they are reqd. to reach the office of Haryana Public Service Commission to collect their admit cards personally. thanks manoj for appreciating my initiative to render any sort of useful info. to the prospective judges. i m very pleasant to find u in this fashion again in short span of my life.
dear manish soni though i didn’t appear in djs exam. but i have come to know through my collegues that pattern of last djs prel. exam. was entriely off the track from its usual practice. An examinee who is jack of all and master of one can only crack the last prel. exam. which has laid down a new precedent in the djs exam. the cut off marks as prescribed in advt. is 60% but in keeping in view of competency of examinees, the last cut off may fall within 64-67A%. thanks and regards (anilraj_malik@yahoo.co.in;9416321378)

hi vipul: had hpsc ever intended to postpone the exam. they certainly would not have come with an advt. in two leading newspaper on different dates (the tribune and danik bhaskar on 5.11/6.11/2008), so possibility of postponement of exam. is very dim and may be based on conjectures and surmises.

hi manisha, i hope that u may receive ur admit card within a couple of days as hpsc is sending admit cards through upc so some sort of delay is bound to happen. However, in case u don’t receive ur admit card by 10-11th of this month, u can know status of ur application from office of hpsc at 0712-2710411 (no. of controller of exam.) or visit their by office personally on or before 14.11.2008 (but not on 13.11.2008 on which day office may be closed). best of luck for ur exam. -anil malik

well the pattern of question paper had nothing to do with a Judicial Exam
even LLB enterance exam is much higher in standard.
Juris has not been described anywhere in the syllabus, why ask question from that, better to stick to the syllabus of the exam.

question were simple as said by anil questions were not asked from the depth of the law sudjects .what i can say is that questions were to check the general knowledge of law subjects and current affairs. e.g. what is arbitration ,who is chairman of nhrc,who is prime minister,national song of india,.paper was of general importance from crpc questions like about section 2(d) ,about maintenance ,etc were asked .a candidate who has his general knowledge of his law subjects could easily pass out this exam.as per the conditions hpsc will take out only 780 candidates (multiplication of 10 times of seats ). and the paper was not too tough my expectation is that minimum cut off for general candidates will go above 70% to 80 %.and for reserve category it will be above 63%. these are only expectations not the exavt calculation .

Hi all the hcs(J) aspirants. Given by the past trends and available infrastructure coupled with eagerness of state govt. to fulfill all the state level exe. as well as judicial posts at the earliest in the backdrop of so called suspension of public service commission members and appointment of new ones instead, I can guess that HCS(Prel)Judicial 2008 would be out latest by24th of November 08. All the hopeful candidates shoul not halt studies. This is my person guess and nothing else.

the hpsc paper was unexpected as no questions were asked from any prescribed Acts and most of the stress was given to jurisprudence, constitution and international law seemingly only these subjects must be known by a candidate

hi legal brethren: i ‘ve a legal query and want to solicit urs opinion therto: after amendment in section 6 (w.e.f. 9.9.2005) consequential amendment was made in list of heirs as stated in sch-I in class-1 mainly pertaining to daughter’s children but it seems to appear that neither all the descendants of daughter (upto three stage) have been enlised therein nor the corresponding entries have been taken off from the list of heirs in class 2. Moreover, the rule of three generations on part of son and/or daughter does not hold good for the entire spectrum of class-2 heirs.
pl. claify me to avoid these anomalies.

thanks gaurav and somi for ur valuable opinion-for query relating to adoption, i ‘m of the opinion that a person having son (whose legitimacy has been conferred statutorily by law u/s 16 of H.M. Act) cannot not adopt a child in view of inhibitions as engrated in section 11 of HAMA. As section 16 only debars such child (whether son/daughter) to inherit the property other than his/her parents. However, the search for binding authority thereto is still on.

thanks alot Anil Malik i read that childern from void marriage are illegitimate except for inheritence purpose as per sec.16.It means they are legitimate for specific purpose n not for all. i wana know whether the legitimacy as contemplated by sec.16 would play role in case of adoption also i.e. wouid it bar adoption by that parents.PLSSSSSSSSSSSSSSSSSSSSSSSS ANIL tellllllllllllllllllll n if u know about new result of DJSE result.

hi somi-thanks for ur acknowledgement. it is earnestly submitted that children from void/voidable marriage are deemed as legitimate u/s 16 of hindu marriage act subject to a rider that they will inherit only from porperties of their parents and since they are legitimate, they will definitely bar the either person to adopt the further child pursuant to section 11 of HAMA. search for judicial authority is still on. thanks and regards

To me expl. to section 12 of L Act 1963 conveys that no body shall be entitled to seek exclusion of such period on the ground that during the said period (which one seeks to exclude) the decree had not been prepared or made ready for providing certified copy to applicants. so time/period to be excluded is the time which is taken/consumed for obtaining copy of judgement/decree as the case may be which shall be counted only after date of receipt of application for obtaining copy irrespect of preparation of decree.

The matter ( Special Leave Petition (Civil) 28601 -28602 Of 2008 . SATISH KUMAR & ANR. .Vs. HARYANA PUBLIC SERVICE COMMISSION) has listed today before the Hon’ble Supreme court ( Division Bench ) and the same is listed for 1st week of March, 2009, for final disposal.

I’ll be highly obliged if anyone could intimate me about the current status of Haryana Judiciary ( MAINS ) exam. The exam is scheduled to be held from 28 Dec. onwards. But there are some news regarding the postponement of the exam. Please confirm the authenticity of the same and the fact that in the event of postponement of the exam when it is likely to be held and whether mains will be held or the entire exam from Prelims stage will be held ?

Hi Gaurav,
Today, I have personally visited HPSC office in chandigarh for my mains Roll no. which I did not received till date.
HPSC officials said: that mains exam are postponed and the official news in this respect will be published in the newspaper of 25.12.2008 ( Daink Bhaskar, Hindustan ) Haryana/Chandigarh Edition).
Further there is no confirmed date for the exams but exams are for sure postponed for at least one month period and the exact date will be published in newspaper with in 4-5 days.
There is no chance to reconduct the fresh exam i.e. start from prelims. exam is only postponed and theer is no reason to cancel the exam.So prepare for your mains. Best of luck!
Now all the candidates will received fresh Roll no.

Dear Friends,
PIL challenging the constitutional authority of HPSC to hold the preliminary/Mains exam. of HJS filed by me, is now listed for 9.1.2009 for final hearing. Meanwhile, HPSC has postponed the main exams by 4 weeks. State Government is trying to work out a solution so that the preliminary examinations conducted by HPSC could be saved in consultation with the hon’ble High Court. The matter can take any turn depending on the approach of the Hon’ble High Court in the matter. So it is only wait and watch. But it is good that the candidates have got more time for preparations.
